JOB SUMMARY:

The Research and Innovative Technology Administration (RITA) coordinates the U.S. Department of Transportation's (DOT) research programs and is charged with advancing the deployment of cross-cutting technologies to improve our Nation's transportation system. An innovative, fee-for service organization, the Volpe National Transportation Systems Center (Volpe Center), part of the U.S. Department of Transportation's (U.S. DOT's) Research and Innovative Technology Administration in Cambridge, Massachusetts, is an internationally recognized Federal center of transportation and logistics with a world-class, multidisciplinary technical team with expertise across all modes of transportation.

We seek an experienced Program Manager interested in joining the Volpe Center to help administer the Small Business Innovation and Research (SBIR) Program. Housed within the Technology Innovation and Policy Division of the Volpe Center, the SBIR Program Office directs all activities required under the SBIR law and executes the policy established by the Small Business Administration. Congress established this Program to stimulate technological innovation; utilize small business to meet federal research and development needs; encourage participation by minority and disadvantaged businesses in technological innovation; and increase private sector commercialization of innovations derived from federal Research & Development.

In this exciting role, you will work closely with the SBIR Program Director in administering a wide range of program functions and activities, including, preparing and issuing agency monthly progress and financial reports; preparing research solicitations, and tracking and monitoring completion of all Phases of solicitations. You will help develop and institutionalize new data collection methods and process requirements, and assist in the collection and input of critical data into computer systems. As a Program Manager, you will follow-up on weekly report pending items, and serve as a liaison with internal and external stakeholders to provide guidance and respond to a variety of inquiries. Among other activities, you will participate on project work groups; develop and deliver briefings; and write success stories to produce agency fact sheets, white papers, as well as assist in developing and managing content of our SBIR Program website.

To succeed in this role, you must have exceptional project management, analytical, and interpersonal skills. Strong attention to detail is required, as is the ability to work well and deliver quality products under tight deadlines. Solid written and oral communication skills are a must. Project Management Professional (PMP) certification is a plus. If you are hired for this role, you will be required to submit a yearly Annual Financial Disclosure Statement.
