JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

The Office of the Deputy Assistant Secretary of the Army (Procurement) (ODASA (P)) executes the Army’s procurement mission on behalf of the Senior Procurement Executive (SPE). The ODASA (P) serves as the senior Army staff for providing management execution, oversight, and evaluation of the Army procurement and contracting mission worldwide.  The ODASA (P) is made up of several directorates that are responsible for SPE support across the Army (policies, procedures, and approvals).  ODASA (P) manages the Army-wide Procurement Management Review program, ensuring oversight compliance of procurement and contracting responsibilities assigned by statute and regulation.  It manages the Army-wide Government Purchase Card program (policies, procedures, and oversight compliance).  ODASA (P) is the lead Competition Advocate for the Department of the Army (DA) and primary interface with OSD regarding competition matters.  It is responsible for the Army Federal Acquisition Regulation Supplement (AFARS) and serves as the primary interface to Office of the Secretary of  Defense, Acquisition, Technology and Logistics/Defense Procurement and Acquisition Policy (OSD, AT&L/DPAP) on all procurement policies and procedures.  ODASA (P) is responsible for Acquisition of Services Strategy Panel review approvals and oversight.  It is responsible for Army-level Strategic Sourcing and serves as the Army functional lead and technical advisor for electronic contracting requirements, contract reporting, and data integrity standards for the contracting enterprise environment.  ODASA (P) is the Army’s focal point for the DOD Executive Agent (EA) responsibilities for contracting in Iraq, Afghanistan, Kuwait, and Pakistan.  It provides strategic oversight of Army/Combined/Joint operational contracting support worldwide (contracting policies, processes, and tools).  Finally, the Deputy Assistant Secretary of the Army (Procurement) (DASA (P)) is the Functional Chief Representative for the contracting workforce (CP-14).

KEY REQUIREMENTS:
  • May require travel overnight away from your home station up to 25%.
  • Must obtain and maintain a SECRET or TOP SECRET Security clearance.
  • Must file on a yearly basis an OGE-450 Confidential Financial Disclosure.
  • May be required to submit to mandatory drug testing.
  • Requires Senior Level III certification in career field Contracting.
