The US Environmental Protection Agency seeks an experienced senior manager with a commitment to public service and strong problem solving and interpersonal skills who is motivated to succeed in a challenging public policy program.  The vacancy is a Senior Executive Service position as Director, Assessment and Standards Division, Office of Transportation and Air Quality, Office of Air and Radiation, located in Ann Arbor, MI.

ASD has a unique mission in the Federal government.  There is no other organization with the responsibility and authority to develop regulatory programs to control emissions from mobile sources under the Clean Air Act.  These programs deliver significant environmental and public health benefits to the American public.  The division’s core responsibilities are integral to the fuel and automotive industries, two of the most environmentally and economically significant sectors of the U.S. economy.

ASD’s regulations affect every vehicle and engine sold in the United States, and every gallon of fuel.  In particular, these regulations are a critical element in the ability of auto, engine and fuel manufacturers to produce and sell products each year in the U.S., as they need to meet the specified emission standards before their products can get to the marketplace.  The Division produced the Agency’s first greenhouse gas emissions standards for passenger vehicles and heavy trucks and buses.  This Division is responsible for developing the renewable fuel standards affecting the fuel industry, as well as new emissions standards for engines ranging from handheld equipment to locomotives, marine vessels, and aircraft. 

The ASD Director serves as the primary source of expertise and leadership in vehicle, engine, and fuel regulatory programs.  The Director must exercise keen engineering judgment and management oversight of the Division’s staff of 100 FTE and a budget over $12 million dollars.  This position oversees and manages mission-critical programs, including a number of Congressionally-mandated activities needed to support the development of emission standards. 

Critical responsibilities of this position include:   conducting testing programs to evaluate and develop vehicle/engine/fuel test procedures and emission control technologies; conducting programs to assess the feasibility of new vehicle/engine technologies; developing emission models and emission inventories; evaluating the health and environmental effects of pollutants emitted by vehicle, engines, and their fuels; determining the cost and effectiveness of emission control strategies and evaluating air quality benefits; conducting environmental and economic impact assessments; assessing the in-use effectiveness of past and future emission control programs; and conducting outreach to support the success of emission control programs.  The Division is also responsible for providing EPA Regional Offices and state and local air quality and transportation planning agencies with emission models and other technical and policy guidance for the preparation of emission inventories.
