You will serve as assistant Division Administrator, a managerial position in the West Virginia Division with the primary responsibility and authority for assisting the Division Administrator to accomplish the objectives for the Federal-aid Program in the State of West Virginia.  You will serve as Acting Division Administrator in the absence or preoccupation of the Division Administrator, assuming all authority of that position.  The program manager represent the Division Administrator and the FHWA on the Federal-aid Program and on issues related to State, local and industry transportation matters.  You will also has responsibility for leadership in the development, coordination and reporting of the Division’s Annual Strategic Operations Plan based on the DOT and FHWA Strategic plans, Division Stewardship Plan, and West Virginia’s needs.  The manager also exercise broad authority and responsibility in directly managing the Division professional, technical, and administrative staff which administer FHWA’s day-to-day program delivery and stewardship responsibilities, as set forth in Federal law, regulations, and policies.  You will also be responsible for fostering highly production relationships with our primary partners at the West Virginia Department of Transportation and with other partners and customers at the State and local level.
