SUMMARY:

The purpose of this position is to provide assistance in transportation demand travel, land-use, and air quality modeling activities. This is accomplished by conducting data collection and analysis activities along with providing technical support for travel, land-use, and air quality model development and application-related projects and activities. Other duties include serving as an Agency representative. This position operates under the direct supervision of the Senior Transportation Modeler. This is a responsible non-supervisory position.

RESPONSIBILITIES:

* Conducting data collection and analysis activities by gathering and integrating data from multiple sources; compiling and maintaining databases and spreadsheets; organizing and structuring data files; assisting staff in ensuring data accuracy; interpreting, analyzing, and manipulating data; producing and working with supervisor to interpret charts, maps, plots, and reports; and utilizing transportation modeling tools.
* Providing technical support for travel demand, land-use, air quality, and multi-modal network model development and applications by writing application computer programs, assisting staff in running the appropriate travel, land-use, or air quality model, working with supervisor to interpret model results, and providing sufficient training for planning application needs to support the area’s short and long term plans, air quality programs, land use scenarios, and other related studies.

* Maintaining current knowledge in transportation planning developments by investigating the development of new processes in travel, land-use, and air quality model development and application-related projects and activities by studying existing methods and processes in model systems in practice; finding state-of-the art advancement in the related areas; and keeping informed of the advances in the model areas.

* Participating in the public involvement process including, responding to public requests for modeling-related information and serving as an Agency representative by attending committee and public meetings and/or events; attending seminars, workshops, and conferences to obtain relevant information in the transportation field.

Required Knowledge, Skills, and Abilities
* Knowledge in selecting and using transportation and regional modeling techniques, methodologies and software to address transportation problems with an emphasis in the use of TransCAD.

* Knowledge of air quality conformity requirements including the utilization of MOBILE6.2 and an understanding of modeling the linkage between land use and transportation.

* An awareness of Federal, regional, state, and local best practices for travel demand modeling.

* Familiarity with ArcGIS or other GIS software.

* Proficiency with spreadsheet, database manipulation, and word processing software and a familiarity with presentation development software (preferably Microsoft products: Word, Excel, Access and PowerPoint).

* Excellent writing and presentation skills including the ability to synthesize and present complex technical material in non-technical terms clearly, concisely and comprehensively to a variety of audiences.

* Ability to collect, research, analyze and input data, make informed professional recommendations and demonstrate accuracy and thoroughness while maintaining a results-oriented focus.

* Ability to apply principles of logical and system thinking to a wide range of intellectual and practical problems.

* Ability to develop innovative approaches and ideas.

* Ability to adapt to changes in the work environment, address competing demands, delays or unexpected situations, prioritize multiple tasks, complete tasks on time and respond in a timely manner to requests for service and assistance.

* Ability to establish and maintain effective working relationships with staff, technical committees, policy board, partner agencies, public officials and the general public.

* EDUCATION/EXPERIENCE

* Bachelor’s degree plus two years of experience or a Master’s degree plus one year of experience with an emphasis in TransCAD-based four step modeling or three years of GIS experience.

* Possession of a valid Motor Vehicle Operator’s License, proper insurance, and reliable vehicle.
