JOB SUMMARY:
GENERAL DESCRIPTION
Performs highly complex payroll management duties utilizing the State of Texas Uniform Statewide Payroll/Personnel System (USPS). Work involves processing payrolls and providing guidance and support on payroll matters to Senate members and staff. Maintains records, files, and databases. Monitors daily, monthly and quarterly USPS reports. Reconciles and submits quarterly IRS 941 Tax Report and annual W-2s. Works under general direction with wide latitude for the use of initiative and independent judgment.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Assists the Payroll Officer in the review of payroll documents, Personnel Action Forms, direct deposits, deduction authorizations, levies, garnishments, bankruptcies, child support, travel per diems, and benefit premium adjustments for accuracy and compliance with agency policies and procedures and with state and federal statutes.
Prepares monthly salaried and hourly, lump sum, and per diem payrolls in a timely manner; and prepares adjusting entries.
Coordinates, prepares, and generates ad hoc reports as needed.
Maintains adequate records of expenditures for audit purposes.
Prepares documentation and mails monthly checks for Texas Tomorrow Fund, levies, bankruptcies, and garnishments.
Responsible for faxing monthly special deduction reports for credit union and membership dues.
Researches and reconciles payrolls discrepancies and report findings.
Analyzes and recommends improvements, adaptation, or revisions to internal payroll procedures.
Updates internal procedures manual as needed.
Conducts exit interview regarding payroll and benefit issues, if requested by the employee.
Assists with the overall administration of the Employees Group Benefits Program; interpretation, orientation, and entry.
Coordinates and assists with special projects as requested by Payroll Officer.
Maintains the highest level of confidentiality in payroll and benefits matters.
QUALIFICATIONS
Experience and Education
Three years of experience in the Uniform Statewide Payroll/Personnel System (USPS). Graduation from an accredited four-year college or university with major course work in payroll/human resources management or a related field. Experience may be substituted for education.
Knowledge, Skills, and Abilities
Knowledge of principles and practices of State of Texas payroll management.
Knowledge of generally accepted accounting principles and procedures.
Extensive skill in using the USPS payroll system.
Skill in interpersonal communication and public speaking.
Skill in employee counseling and written, oral, and interpersonal communication.
Skill in analyzing data and preparing reports.
Ability to interpret and communicate complex regulations, policies, and procedures.
Ability to work under pressure to meet deadlines.
Ability to work extended hours during a legislative session.
Ability to maintain regular attendance.
Ability to maintain confidentiality of material and information.
Ability to interpret and apply accounting theory to transactions; to work accurately with numerical detail.
Ability to be self-motivated and exercise initiative and independent judgment.
Skill in prioritizing, scheduling, and managing multiple projects and deadlines.
Proficient with routine computer programs (Outlook, Word, PowerPoint, and Excel.)
Preferred Qualifications
Skill in using the ERS Online PeopleSoft benefits system.
General knowledge of the Employees Group Benefits Program for the State of Texas.
