<tr><td valign="top" width="450"><b>CONTINGENT ON CONTRACT AWARDRaytheon Technical Services Company is seeking a candidate for the position of Program Manager for the US Army''s Ft. Irwin Logistics Support Services (Ft. Irwin LSS) program. Ft. Irwin LSS provides all resources and management necessary to perform Logistical Support Services in support of Rotational Units for the National Training Center (NTC) and Ft. Irwin, CA to include: Bulk and Retail Mobility Fuel Supply Points (POL), Ammunition Supply Point (ASP), Direct Support Supply Activity (DSSA), Brigade Equipment and Support (AWRPS), and other associated functions. The program is in effect a subordinate battalion to the 916thSupport Brigade.The Ft. Irwin LSS Program Manager shall be directly accountable for all activities provided by RTSC under this program. These include operational performance, solicitation shaping and development, proposal submission, subcontractor management, contracts management, and all aspects of human capital management. Responsibilities of the program manager are to coordinate functional support, provide reports as necessary for the proper management review, and oversight of this program. The size of the organization will be determined as the program is further developed, but the Program Manager should be able to lead, coordinate, and manage multiple direct reports and functionally supporting personnel.An ideal candidate will have previous program management experience supporting the US Army''s Combat Training Centers (CTC) and possess an in depth understanding of the US Army, an extensive working knowledge of Army operations, logistics and maintenance, and working personal experience with Ft. Irwin. The successful candidate must be able to provide to the customer a broad range of knowledge, skills, and capabilities to meet logistical support requirements and be able to interact knowledgeably and easily with appropriate 916thSupport Brigade and NTC personnel and contractors to maximize the benefit to the Government. The successful candidate in this role will demonstrate not only high technical competence, but also exemplary management skills and the ability to staff and meet demanding and changing mission support requirements with little advance notice. Additionally, the Program Manager may be called upon to provide support simultaneously to multiple organizations to meet competing priorities.* Maintain a strong customer relationship. Ensure customer satisfaction and customer actions/requests are responded to in a timely, comprehensive, and accurate manner.* Shape growth opportunities with users to enhance our competitive position.* Manage multiple subcontractors, and ensure their performance and compliance with solicitation requirements. Satisfy teaming agreement and small business commitments.* Ensure PM Best Practices and operating procedures are established and quality assurance is maintained.* Manage an organization of 800-1500 personnel to ensure appropriate assignment of SOW tasks, responsibilities, and authority levels.* Provide responsive and anticipatory logistics support to rotational units.* Apply cost and schedule control.* Develop spending forecasts for the program.* Analyze cost variances (forecast vs. actual) and develop recovery plans as necessary to ensure budget goals for the area of responsibility are achieved.* Plan and de-conflict resource requirements.* Maintain visibility into the delivery order performance and accomplishments.* Define staffing requirements for the area of responsibility.Required Skills:* Fifteen (15) years of progressive responsible management and leadership experience in military operational and logistics related fields.* Minimum of five (5) years experience in the management of a similar or related multi-functional operation.* Commanded/managed/led a battalion-size or comparable (500 personnel) logistical or operational organization.* Present task order status using business and project management tools and procedures such as Integra
