<tr><td valign="top" width="450"><b>Position: Goldstone Complex Program ManagerLocation:  Goldstone Deep Space Communication Complex (GDSCC) - Barstow, CaliforniaThe Goldstone Complex Manager will have primary responsibility for managing and leading all activities at the Goldstone Deep Space Communication Complex (GDSCC). This position will report directly to the DSN Program Manager (PM) and will act as deputy PM providing backfill and support as necessary.  The Jet Propulsion Laboratory''s (JPL) DSN Program''s prime responsibility is telecommunications for NASA space missions as well as supporting many international spacecraft and scientific investigations through radio astronomy, radio science, and radar activities.  Program scope includes: Goldstone Site Operations & Maintenance (large antenna complex), JPL Network Operations Control Center, Problem analysis and resolution, Network engineering support, Compatibility test support, Mission-operations planning & scheduling support for flight, Radar and radio-astronomy support and Logistical support.The DSN Goldstone Complex Manager (GCM) is responsible for all aspects of operations at the GDSCC.  This includes:* maintaining high levels of customer satisfaction and project performance* establishing and maintaining regular communications Fort Irwin, the Mojave Coordination Group (MCG) and other DSN managed sites * ability to establish and sustain business relationships, respond to customer needs in a timely manner, interpret complex technical requirements, manage and lead staff to achieve goals. * must be adept at establishing, tracking and controlling key performance metrics and associated activities to achieve high levels of measured performance*  must consistently exceed schedule, cost and technical objectives including JPL accelerated task requirements. * directly manage 6 to 10 managers, a large number of engineering and facility support personnel* responsible to maintain excellent Collective Bargaining Agreement (CBA) labor relations.The DSN Program work is distributed across geographic sites in Pasadena California and the Mojave Desert.  The GCM''s office will be located at the GDSCC in the Mojave Desert near Barstow, California.Required Experience, Knowledge and/or Skills: *  At least 10 years experience, 8 of those managing projects of similar size, scope and complexity to include managing multiple cycles of large Programs performing at or the equivalent of Raytheon PM certification level 4 ($10M/annually). *  Proven experience in Project Management of Engineering functions with multiple cycles of Program Management of US federal/Civil contracts is required. *  Experience must show full responsibility of O&M or site management of ground based tracking systems utilizing RF and electromechanical elements for space base systems.*  The candidate must have proven experience managing large teams of greater than 150 personnel with diverse skills and the ability to recruit and retain skilled personnel.* Proven ability to directly derive, track and apply risk mitigation techniques for complex requirements.* Professional communicator with experience in oral, written and computer skills with the a bility to develop and successfully brief at the Customer/Company President and CEO levels.* Direct experience managing the full suite of Base and Range Operations and Maintenance activities on a contract of similar size and scope.* Must be certified as a Raytheon Six Sigma Specialist or industry equivalent (Green Belt).Desired Experience, Knowledge and/or Skills: * Direct experiences with NASA flight missions, JPL operations and the DSN are desired.* Ground tracking systems operations experience* RF/Satellite Antenna design and installation experience* Reliability Centered Maintenance knowledge/Maximo tool* Automated Logistics Systems knowledge* Radio-Astronomy data collection, processing and analysis* Facilities and infrastructure maintenance experience* Implementation of Program Environmental and Safety procedures* Rayth
