The Physical and Environmental Planning division
of Capital Projects is currently seeking an
individual to fill the position of Planning
Specialist 3. Capital Projects manages the
planning, design, construction, retrofitting, and
restoration of campus buildings and their
surroundings. More than 140 skilled professionals
work in CP as architects, landscape architects,
planners, engineers, inspectors, construction
specialists, contract administrators, accountants,
and administrative personnel to serve the campus
community.
Physical and Environmental Planning PEP provides
comprehensive general, environmental, and project
planning services for the Berkeley campus. PEP is
also responsible for ensuring that the campus is
in compliance with the state-mandated requirements
of the California Environmental Quality Act
CEQA.  The Planning Specialist 3 is a direct
report to the Assistant Vice Chancellor of
Physical and Environmental Planning.
The Planning Specialist 3 provides strategic and
long range planning for the programming, design,
development and disposition of campus properties
and facilities, including buildings,
infrastructure and landscape projects. This
position is also responsible for research,
collecting and analyzing data to develop campus
planning policies and procedures, including
transportation planning project planning, design
and program guidelines, compliance with
environmental planning regulations and
architectural design review.
Responsibilities
Provides staff planning services for major
campus-wide planning studies such as circulation,
parking, transportation demand management,
infrastructure and open space.
Provides staff planning services for
academic and auxiliary project development.
Provides staff planning services for
development of the campus long-range development
plan and other planning documents, including
responsibility for collection, analysis, and
evaluation of planning data and for preparation
and presentation of statistical and graphic
supporting material.
Leads and participates in planning
processes for campus long range development plans,
facility master plans, transportation plans.
Authors official documents, letters and
reports for internal and external use.
Attends all regularly scheduled program
and project related meetings and external meetings
related to the transportation program.
  Provides regular project updates and
effectively communicates with both peers and
subordinates.
Assists in responsibility for personnel
performance and development of subordinates,
providing guidance and directional feedback.
Required Qualifications
Has expert knowledge working
knowledge/skill in city planning, architecture, or
other planning-related fields.
Must have ability to communicate, both
verbally and in writing, complex findings and
recommendations in a clear and concise manner.
Position requires strong inter-personal
skills and ability to work effectively across the
organization at all levels.
Experience working with and managing
complex urban design, master planning projects,
long range development plans, environmental space
studies, facility design projects both interior
and exterior, from concept to completion.
Experience with project delivery with
regard, budget, timeline, quality assurance and
alignment with institutional goals and objectives.
Client services oriented, has good
listening, critical thinking and analytical
skills.
Ability to multi-task. Demonstrated
ability to juggle heavy deadline-driven workload
and set priorities.
Experience in general analyses of
quantitative information and in interpreting
quantitative information in verbal terms.
Education/Training
Advanced degree in Architecture, Landscape
Architecture, Planning or other planning related
field.
