<tr><td valign="top" width="450"><b>Req ID # 6691BRAdvertised Position Title Finance ManagerDivision Mission SystemsWork Location CA, Fort IrwinJob Description THIS POSITION IS PENDING CONTRACT AWARDPOSITION SUMMARY:Responsible for the management and supervision of accounting and financial operations in accordance with current policies, regulations and directives as mandated by Generally Accepted Accounting Practices (GAAP), US Government Cost Accounting Standards (CAS), US Federal Acquisitions Regulations (FAR) and US Joint Travel Regulations (JTR). Provide management, monitoring and control of a variety of payroll, accounts payable, financial statements, financial reports and detailed cost summary reports, budgeting and analysis of cost growth or underruns. Establishes controls and conforms to approved financial budget for accounting and financial operations.MAJOR JOB ACTIVITIES:1. Organizes and staffs the finance and accounting department to comply with contractual requirements in such a manner as to effectively accomplish its mission.2. Directs and supervises the day-to-day activities of the accounting staff and assures that functions are completed in accordance with Government and Corporate accounting standards and project policies. This includes IRS requirements for US corporate Income Taxes, US withholding taxes, California Department of Labor laws and Wage Determination, Federal Acquisition Regulations (FAR), requirements for depreciating Capital purchases and providing Company proprietary information to DCAA and Exelis auditors.3. Performs daily management and supervision of accounting and financial personnel in performing work functions and processing of payrolls, accounts payable, auditing expense vouchers, reconciliation of financial statements, preparation and submission of contract cost in invoices, and the collection, compilation, verification, preparation and processing of government and Corporate financial budget reports.4. Develops and interfaces directly with managers and supervisors in financial planning and budgeting, costs to complete, analysis or cost growth and way and means of controlling costs. Provides direction to managers on matters that have financial, accounting or audition significance.5. Establishes policies and procedures for the accumulation of data required for the preparation and submission of one-time and recurring reports.6. Initiates corrective action or revision of internal methods or procedures, in accordance with regulations, directives and guidance to resolve problems, simplify operations and increase the efficiency and responsiveness of the Accounting Department.7. Prepares proposals in accordance with current pricing for additional requirements added to the contract. The proposal process includes working with Human Resources and the functional manager in charge of the additional requirement including workload impact, start and end dates, and special requirements of the additional workload.8. Participates in the preparation of a variety of recurring and special accounting reports and financial statements to the corporate office and to the government as required.9. Performs other duties as assigned.MATERIAL & EQUIPMENT DIRECTLY USED:Personal computer and other general office equipment.WORKING ENVIRONMENT:Work is generally conducted in an office environment and at project work areas. Duties, however, may involve the conduct of work outdoors with potential exposure to extreme climatic conditions.PHYSICAL ACTIVITIES:Work may require lifting up to 50 lbs., stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical dangers and chemical or hazardous agents. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published work rules.MINIMUM QUALIFICATION
