Supervise the application of Human Resources policies in employee relations, wage and salary administration, employee benefits, workers compensation, personnel records, and related HR administrative matters at the project location in compliance with contractual requirements and established company policies.MAJOR JOB ACTIVITIES:1. Provide direction and control of all project employee relations programs; plan actions in compliance with contractual and company specifications and policies.2. Responsible for the recruitment and employment processing activities to include compliance with EEO/AAP requirements and associated records, files and reports.3. Develop and implement an effective internal employee complaint procedure for expeditious resolution of company employee complaints.4. Develop and maintain job (position) descriptions for each Company organizational line position to include each major job/position activity and minimum qualification levels of education/experience required.5. Establish and maintain the Company/Compensation and Benefits programs for the project employees in compliance with contract/Company requirements for the Fort Irwin location.6. Responsible for the certification and records of the Company personnel in compliance with contractual requirements.7. Establish and maintain effective records/files and reports control program to support all employee relations assigned responsibilities to include administrative procedures for interface with all other Company functional activities.8. Develop and maintain the AAP/EEO plans, ensure recruiting, promotions and terminations are accomplished in a fair and equitable manner.9. Establish and up-date the merit review and salary increase grid for the project and ensure all employee performance reviews are accomplished in a timely manner.10. Performs other duties as assigned.MATERIAL & EQUIPMENT DIRECTLY USED:Personal computer and other general office equipment.WORKING ENVIRONMENT:Work is generally conducted in an office environment and at project work areas. Duties, however, may involve the conduct of work outdoors with potential exposure to extreme climatic conditions.PHYSICAL ACTIVITIES:Work may require lifting up to 50 lbs., stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical dangers and chemical or hazardous agents. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published work rules.MINIMUM QUALIFICATIONS:Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.Bachelor
