<tr><td valign="top" width="450"><b>6674BRAdvertised Position Title Project Manager, Fort IrwinDivision Mission SystemsWork Location CA, Fort IrwinJob Description THIS POSITION IS PENDING CONTRACT AWARDPOSITION SUMMARY:The Project Manager has the responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract requirements. The PM must demonstrate exemplary management and leadership capabilities, especially in the areas of collaboration, team building, talent development, fiscal and human resources management, and process improvement. Respects and responds to the Voice of the Customer (VOC); ensures mission execution IAW the Performance Work Statement (PWS).MAJOR JOB ACTIVITIES:1.Serves as the principal liaison between Company and Government on this contract, interfacing with Government contracting authorities, using agencies, technical representatives and managers. Directs and approves contract modifications.2.Develops implements and applies management control procedures ensuring that quality and safety standards are applied to all levels of the work and defines measures of effectiveness.3.Establishes policies and procedures for performance and control of all Company business management functions and the management and supervision of contract support personnel within the guidelines set by Exelis Mission Systems.4.Develops and monitors the development of project orders when deviations from the Exelis Policies & Standard Procedures are required.5.Ensures that material maintenance, transportation, supply, operation of Government-automated systems and other services are provided as required in support of the project. Monitors the performance of department managers and supervisors and submission of CDRL reports.6.Approves budget, monitors contractual performance and costs of the work and takes action to minimize/correct discrepant conditions.7.Establishes and monitors the overall Quality Management program. Ensures all cascade training is performed and realistic goals are established for the program.8.Monitors the performance of subordinate supervisors and submission of required reports.9.Approves budget, monitors contractual performance and costs, and takes action to minimize and correct discrepancies and variances.10.Develops and executes marketing plans for existing and new project and non-project business development.11.Communicates program goals, requirements and changes with the local union leadership. Participates in labor contract negotiations under the guidance of the Director of Labor Relations. Works closely with the Director of Labor Relations in developing negotiating positions for contract negotiations. Provides information to defend unfair labor practice charges filed with the National Labor Relations Board. Participate in grievance meetings as required by the labor contract.12.Performs other duties and assignments as required.MATERIAL & EQUIPMENT DIRECTLY USED:Personal computer and other general office equipment.WORKING ENVIRONMENT:Work is generally conducted in an office environment and at project work areas. Duties, however, may involve the conduct of work outdoors with potential exposure to extreme climatic conditions.PHYSICAL ACTIVITIES:Work may require stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical dangers and chemical or hazardous agents.MINIMUM QUALIFICATIONS:Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.Bachelors Degree from an accredited university or college is required. Master s Degree is preferred. PMP certification is desired. Lean Six Sigma certification (Green/Black belt) is a plus.Experience:Minimum of 10 years of Program Management experience required. Senior military logistics leadership experience may be substituted for direct PM experience. Previous PM experience on Army logistics contracts is desir
