degree or PhD in Engineering or related technical
discipline from an accredited institution and
progressive engineering experience as follows
four or more years experience with a Bachelors
degree, two or more years experience with a
Masters degree. Must have a complete understanding
of engineering concepts, principles, codes, and
theory  Strong interpersonal skills and both
written and verbal skills that enhance
communication with inter-organizational staff,
customers, and senior external personnel.
Analytical skills at a level capable of developing
innovative new designs and solving complex
technical problems.  Capable of coordinating
inter-organizational activities in providing
solutions to complex technical issues.  Able to
lead a team of diverse experience on a multi-level
tasks or a subset of a larger project.  Ability to
deliver effective technical presentations. Ability
to obtain and maintain a DoD Security Clearance is
required.
