Telecare San Bernardino ACT is seeking for an exceptional Business Office Manager III. Qualifications include  AA Degree,1 yr of accounting,1 yr of supervisory experience, 4 yrs of business office, a valid drivers license and proof of insurance, must be fingerprinted, sign under penalty of perjury that there has been no conviction of any crime, other than minor traffic offenses and receive clearance from the Department of Justice Responsabilities plans, organizes and coordinates the financial operations of the program to control receipt of revenue, expenditure of funds and conservation of assets. In addition, the incumbent coordinates fiscal reporting to the Corporate Finance Department, performs bookkeeping functions, maintains related reports and records and acts as information services system administrator. Proficiency with computers including spreadsheets and word processing applications. The ability to read, write and speak English clearly is crucial. Possession of analytical and problem solving skills as well as the ability to work and communicate effectively with program and corporate staff is crucial. Strong organizational skills and the ability to prioritize and manage multiple tasks. Demonstrates the Telecare mission, purpose, values and beliefs in everyday language and contact with residents/clients, the public and other staff members.  Builds effective relationships and fosters communications with other departments. Maintains professional boundaries and keeps disciplinary actions confidential. Completes and follows through with tasks and assignments, meeting expected deadlines. Provides ongoing training regarding Fiscal policies and procedures, as needed. Coordinates the activities of the program Financial Review Committee to implement collection procedures for revenue due from residents.  Input required information into County mental health billing systm accurately in a timely manner. Ensures that resident / member financial files are maintained.Collaborates with the Administrator to review financial reports and participates in the development of the fiscal budget. Provides billing information to the Central Billing Office and to ancillary providers.Responsible for the program accounts payable function.Responsible for all procedures related to processing and final review of payroll.If program has Trust and/or Rep Payee accounts, responsible for safeguarding of the funds and maintenance of the records for the accounts.Maintains the program cash advance fund. Acts as point of contact between Information Services IS and the program for hardware, software, cell phones or PDA requests, all data and voice lines and multi-function replacement. Serves as the local IS security officer. Performs basic troubleshooting, maintenance and repairs on the computer and telecommunications equipment at the program. Actively participates in meeting customer needs and adapting to changing customer needs at all times. Maintains the confidentiality of information associated with all tasks and duties Assumes responsibility for her/his professional growth and development. Always presents a professional appearance and attitude. Attends all assigned in-service education classes.understands and demonstrates knowledge of all policies associated with attendance.
