At Telecare, we believe in recovery and in the human ability and desire to reach its full potential.  Telecare San Bernardino ACT is seeking for an exceptional CLINICAL DIRECTOR. QUALIFICATIONS  4 years of post graduate experience in direct service with integrated psychiatric services serving clients with serious mental illnesses and 4 years of supervisory clinical experience is required.  A PH.D. in clinical psychology or other behavioral science or a Masters Degree in Nursing or Clinical Social Work is also required as well as licensure. Knowledge of governmental regulations and CARF accreditation MANAGEMENT AND LEADERSHIP-Makes use of management practices that include empowerment of staff, the provision of clear and concise expectations regarding duties assigned to employees, frequent feedback focusing on both positive and problematic aspects of work performance and other management practices. Promotes and maintains harmonious and effective relations and communications with the program.  Develops and operates the overall mission, human values, goals and objectives of the agency.  Informs the Program Administrator of all program operations through general reports on budgets, personnel, program development, planning and community outreach. Develops clear lines of authority and communication via an organizational chart defining agency interrelationships. Maintains a responsive administrative structure achieves agency goals though explicit policies and controls.  Participates actively in maintaining and participating in program activities and program evaluation process, utilizing results to identify needs.. Ensures that culturally competent services are available to all members.  Participates as a full team member and provides input via reporting observations, concerns and asking appropriate questions.  Reviews and implements member treatment/service plans as directed.  Assists with annual budget and monitors the fiscal status of the program in close collaboration with the Program Administrator and Regional Director. Monitors and evaluates all programmatic aspects to ensure quality programming in meeting changing consumer needs.  Demonstrates knowledge and proper use of equipment and supplies.  Meets regularly with staff to formulate operating decisions to achieve positive consumer outcomes.  Promotes and assists member in developing self-helps skills. Responsibility and willingness to take and provide direction.  Observes, reports and documents members social, psychiatric and physical behavior as directed.  Assesses the effects of inservice training. Establishes and defines standards which ensure that safe practices are consistently followed within the program.Continually focuses on assigned  tasks and seeks and implements improvements as necessary. Understands and demonstrates the safety program in all activities.
Protects consumer  from behavior that could damage themselves or others.  Participates in training and or facilitates staff training .Demonstrates a knowledge of Telecares customers including members/residents, families and governmental agencies in all interactions and conduct.  Acts in a professional manner, always demonstrating respect and understanding of the community and neighborhood when representing Telecare in the community. Maintains resident confidentiality. Demonstrates a good rapport and cooperative working relationship with all members of the team responds to co-workers with concern and promotes group morale. Assumes responsibility for her/his professional growth and the ongoing professional development of the clinical staff. Participates in ongoing supervision with the Program Administrator.
