Qualified external applicants may be referred to the hiring department, if a qualified pool of internal candidates is not identified and upon the request of the hiring manager.DESCRIPTIONProvide analysis and fiscal management for $5 million in operating funds, including federal, state, private, gift, clinical, and recharge. Responsible for coordinating, training, approving, and auditing of online IFIS Journals (allocations and expenses), online purchasing documents (LVPOs and HVPOs), check requests, and travel. Act as liaison with OCGA, OPAFS, General Accounting, Dean''s Office, Medical Group, and other central offices in the administration of research funding. Provide fiscal advice, assistance, and guidance to 10 PIs and over 65 program staff. Independently resolve variances, identify problems, formulate alternatives, and make recommendations in accordance with departmental, university, and agency regulations. Develop and maintain sound departmental financial systems for fund management.Serve as a resource to PIs and program staff on agency and university regulations and guidelines. Provide training and work direction to divisional staff. Audit financial systems to decentralized research programs. Assist in the development and implementation of department computer database to automate accounting, contracts & grants, and reporting processes. Prepare monthly financial reports. Ability to work in a fast-paced environment where information must be assembled quickly, with competing and conflicting deadlines. Ability to establish and maintain cooperative working relationships with staff, faculty and students, and to work effectively as part of a team. Ability to prioritize heavy workload and meet deadlines despite constant interruptions and competing deadlines.* Occasional overtime may be required.* Work location is 7910 Frost Street, near Rady Children''s Hospital.* Local travel required for meetings to campus, UCSD Medical Center or off site for meetings.QUALIFICATIONS* Knowledge and applications of principles and practices of fiscal planning and analysis. Proven experience in principles and practices of fund accounting, cost analysis and audit procedures.* Proven knowledge of accounting principles, business math and bookkeeping for budget planning and analysis, and in reconciling discrepancies. Ability to analyze and prepare budgets, to identify spending patterns and project future expenditures.* In depth knowledge of federal and non-federal agency requirements and regulations for sponsored research from proposal preparation through close out, including but not limited to Cost Accounting Standards (CAS), A-21, A-110, A-133, and Federal Demonstration Partnership (FDP).* Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions, and make recommendations.* Demonstrated experience using computer spreadsheets and database applications for report generation.* Ability to maintain a professional attitude during interaction with a wide variety of personalities in demanding situations.* Ability to understand and interpret, without guidance or supervision, complex general policy guidelines, making independent decisions and initiating action.* Demonstrated strong communication and interpersonal skills to effectively interact with staff at all organizational levels, both verbally and in writing
