<tr><td valign="top" width="450"><b>Cost Estimating SpecialistCategory: Cost Estimating SpecialistDescription: Plans, develops and supports highly complex cost proposals and analyses that meet federal acquisition regulations, the Truth in Negotiations Act, and company policies and procedures. Activities support new and follow-on business proposals, assigned cost analyses, studies, the largest proposals, and ensure highly complex projects are completed in a timely manner. Has signature authority on firm proposals up to $1,000,000. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.ESSENTIAL JOB DUTIES AND RESPONSIBILITIES :* Plans, develops and supports highly complex cost proposals, analyses, and projects including the largest proposals.* Leads implementation of new segments of the estimating system process.* Works with customers and procurement and contract staff to complete work.* Represents estimating on major contract audits, fact-finding, and negotiations teams.* Leads finance activity for requirements and implementation plan for models/ tools.* Leads finance activity of contracts and processes and unique finance tools, models and analyses.* Leads estimating activity of business considerations (exchange rates, international risks, etc.).* Supports organization-wide and customer teams.* Supports effort for cost estimating models and new approaches.* Provides input to organizations and customers which are required for proposal packages and documentation.* Drafts/communicates finance policies and issues.* Provides leadership on finance issues/projects.* Ensures support of schedules to meet all requirements.* Ensures prioritized projects, requirements, and schedule inputs.* Recommends path and responses for government procurement practices.* Prepares packages for senior staff review.Requirements: MINIMUM JOB REQUIREMENTS :Four-year college degree in business administration, finance, accounting or closely related discipline plus a minimum of six years related experience to include proposal planning, a broad estimating knowledge base and project leadership. Effective analytical and summarization skills required. Excellent communication skills needed to tactfully interface with various levels of employees and management. Excellent desktop computer applications skills required. Ability to prioritize work, complete multiple tasks, and work under deadlines. Able to concentrate, focus, and perform analyses. Logical approach to problem solving. Adept analytical and numerical skills required. Must be able to work at a computer for extended periods of time.
