<tr><td valign="top" width="450"><b>***Position contingent upon contract award***This person will report directly to the LISC Program Director and be responsible for staffing and oversight of the regular maintenance of the Launch and Test Range Systems (LTRS), mission planning, and launch support for launches from the East and West Launch Ranges of the USAF. The 12 "supersystems" which make up the USAF East and West Launch and Test Range Systems (LTRS) will fall under the operational control of this person. The LTRS Integrated Support Contract (LISC) consolidates the Operation and Maintenance of these systems with the depot level maintenance and sustaining engineering. The LISC Operations Director is expected to work closely with the LISC Chief Engineer to efficiently share resources that will support the Operations Director in performing routine maintenance, launch operations planning and launch support while some of those personnel will also support the Chief Engineer in performing depot level maintenance and sustaining engineering activities. It is expected that the LTRS will "evolve" through a strategically selected set of technical projects that will both sustain and improve systems performance. The Operations Director is expected to capture performance and maintenance records that will be analyzed to make technical decisions on the projects to be implemented to sustain range performance and reduce total cost of ownership. The Operations Director will work closely with the Chief Engineer to orchestrate the selection, integration and implementation of those projects consistent with customer direction and accommodate these tasks with minimal interference to on-going launch planning and operations. The Operations Director is expected to work through a lead for Operations on each of the West and East Ranges to implement common practices, metrics, and synergies to sustain acceptable performance, "no doubt" mission assurance, and cost efficiencies.Responsibilities:* Lead the Launch and Test Range Systems planning, scheduling, and operations to support space launch operations on the East and West launch ranges* Establish team focus through vision/goals, set the operations agenda, and work with the customer to lead a distributed operations team* Review customer requirements or issues and translate into operations solutions* Establish and review operations performance measures* Develop and maintain the LTRS operations baseline. Provide operational leadership to successfully meet program milestones for delivery of operational plans and data deliverables* Work closely with the operations leads from partner companies to identify issues and develop solutions.* Understand the requirements / issues / interests of the customer* Adjudicate operational issues and make decisions concerning operational approaches/procedures* Review program planning / operations documents, and CDRLs for requirements compliance* Assist in developing contract changes to further the best interests of the customer and partnershipRequirements:* BS in science, mathematics, engineering, or industrial engineering.  MS strongly preferred.  * At least 15 years of operations experience, with extensive knowledge of radar and rf telemetry systems* At least 15 years of software experience focused on intensive system architectures, system demonstration and prototyping, and system level trade studies.* Proven track record of credibility with customers and associate contractor executives and technical leadership.* Proven track record of successful operational performance * Experience leading engineering organization of at least 500 people including support from partner/suppliers* Experience with oversight of multiple concurrent maintenance projects* Experience with technical knowledge capture, training, and certification of personnel* Hands on project management experience* Experience with DoD customer interfaces* Holds a Secret Clearance with expectation of satisfying background investigation for TS/SCI * Back
