The "rule of three", veteran's preference, category rating and traditional rating and ranking of applicants do not apply to this Public Notice.

 

 If selected for a position below the GS-15 grade level, the position may or may not have promotion potential, also known as full promotion level (FPL), to a higher grade.  The system will not allow for a lower FPL to be entered than the highest grade listed; therefore, we had to enter a FPL of GS-15.  Again, if you are hired below the GS-15 grade level, your position may or may not have a higher full FPL. For example, one location may hire at the GS-09 with a FPL of GS-12, whereas another location may hire at the GS-09 with a FPL of GS-09. The GS-09 hired with a FPL of GS-12 would not have to compete for promotion to the GS-11 and GS-12 grade levels whereas the GS-09 with a FPL of GS-09 would have to compete for a promotion. 

 

This Public Notice notifies the public that GSA is using Direct Hire Authority for hiring in the 1102 series and to solicit applications for the seven metropolitan areas listed to fill current and future contracting positions at the GS-09, GS-11, GS-12, GS-13, GS-14, or GS-15 grade levels, with or without a higher FPL. Offers may be made at any time throughout the open period of this notice. Positions may be in the Federal Acquisition Service, Public Building Service, and other staff offices located in any of the following metropolitan areas: Auburn/Seattle, WA; Dallas/Fort Worth, TX; Denver/Lakewood, CO; New York, NY (including Brooklyn, NY, New York, NY, Queens, NY, Newark, NJ, and Central Islip, Suffolk NY.); Philadelphia PA, San Francisco Bay Area, CA; and the Washington D.C. metropolitan area.
