About the Agency

The Congressional Research Service (CRS) Domestic Social Policy (DSP) Division is seeking an Analyst or Specialist in Health Care Financing and Insurance to work on issues related to private health insurance and/or one or more of the three federal health programs: Medicaid, Medicare, and the State Children's Health Insurance Program (CHIP). The position is housed in the Health Insurance and Financing Section of DSP, a section that provides in-depth analysis and consultative support to Congress on federal health programs as well as private health insurance.

-- If hired at the GS-14 (Analyst) level, you will be expected to provide objective, authoritative public policy analysis and consultation to congressional committees, Members, and staff, including preparing objective, non-partisan, and innovative analytical studies on public policy issues of national or international significance; providing personal assistance to congressional Members and staff as an expert on public policy issues throughout the legislative process, including analyzing, appraising, and evaluating legislative proposals; and participating in multidisciplinary team research projects and seminars.

-- If hired at the GS-15 (Specialist) level, in addition to meeting each of the responsibilities and requirements listed for the GS-14 level, you will be expected to provide personal assistance as a national expert on public policy issues throughout the legislative process, including analyzing, appraising, and evaluating legislative proposals; and planning and leading multidisciplinary team research projects and seminars. In addition, you will be expected to increasingly analyze the broad interrelationships between HIF policy and other areas of public policy (including, but not limited to, tax policy, health services, and public health).

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for nearly a century.

CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and Committees.
