This position serves as the Chief Financial Officer (CFO) for the National Oceanic Atmospheric Administration (NOAA) reporting directly to the Chief, Resource and Operations Management (CROM). The CFO oversees resource management of NOAA, serves as the principal financial and budget advisor to NOAA Administrator, Deputy Under Secretary and the CROM, and is the technical expert on all financial matters relating to the operations of the NOAA. The incumbent is responsible for establishing policies to govern the development, management, administration, and coordination of NOAA's overall financial management and other business systems. This position also has the lead for Budget and Financial Execution in NOAA’s Planning Programming Budgeting and Execution System (PPBES); as well as the overall responsibility for resource management, data and information in PPBES.
The Office of the Chief Financial Officer (CFO) provides guidance and staff support to NOAA organizations in the areas of budget formulation and execution, resource management, financial systems development and financial management. It provides financial management and budget support to the Under Secretary and several NOAA Staff Offices as well as policy and management to the organization as a whole.
