The Director, Budget Office position is located in the Office of the Chief Financial Officer (OCFO) reporting directly to the Chief Financial Officer (CFO), and serves as the Director of the National Oceanic and Atmospheric Administration’s (NOAA) Budget Office (NBO).
The NBO is responsible for the oversight and management of NOAA's budget process. The Office assists the Under Secretary and the line, program and staff offices in the formulation of NOAA’s budget. It develops overall guidance, reviews proposals, and prepares supporting justification and documentation. This includes coordinating the preparation of NOAA’s budget submissions to the Department of Commerce, Office of Management and Budget (OMB), and the Congress, including data on budget authority, obligations, outlays, permanent positions, and full-time equivalent employment. It provides assistance to Line & Staff offices in the preparation of their budget submissions.
The Office provides for the proper allocation and control of the execution of all budgetary resources as required under the Congressional Budget and Impoundment Act of 1974 (31 U.S.C. II) and related statutes, and as specified by OMB. It issues funding allotments and assists the CFO in providing obligation allowances to NOAA's organizational components. The Office monitors the planning, obligation, and expenditure of funds within NOAA, and develops cost distribution rates and allocations of human resources and ceiling controls. This position serves as a focal point for responding to congressional inquiries and tracking of congressionally mandated reports.
