Manager for Utilities - Maintenance Services

JOB SUMMARY:
Develop, manage, and continuously improve the maintenance and reliability processes to ensure safe, reliable, and efficient operation of all mechanical and plumbing systems throughout UES Production & Distribution. Ensure effective coordination and collaboration with all electrical and instrumentation work required to effectively manage maintenance responsibilities. Ensure maintenance and reliability program is executed using the latest predictive, preventive, and corrective maintenance techniques to minimize equipment failure, maximize available run time, and effectively manage the cost/benefit of maintenance performed. Ensure all production and distribution system assets are accurately recorded in the computerized maintenance management system (CMMS). Ensure thorough and correct utilization of the CMMS for all work requests. Ensure root causes of equipment failure are fully understood and properly documented as part of the equipment history. Ensure that root cause analysis is performed on each equipment failure at the appropriate level to avoid repeat failures and to ensure that systemic issues are appropriately addressed. Responsible for the development and documentation of equipment maintenance procedures, preventive and predictive maintenance work scopes, and equipment maintenance specifications as required. Ensure that equipment files, maintenance history, inspection reports, etc. are well maintained, accurate and accessible. Provide leadership to all UES and Maintenance Services employees to demonstrate professionalism, inspire pride and confidence, and demonstrate an excellent work ethic. Ensure that maintenance personnel have the appropriate tools and resources to perform their jobs safely, efficiently, and reliably. Will require driving a university vehicle to satellite plants and remote locations, climbing, working in unconditioned areas, entering confined spaces, and working with high temperature, high pressure, high voltage, and high speed rotating equipment. Plan, coordinate, and direct equipment maintenance activities for planned and unplanned outage activities to achieve an efficient utilization of personnel and meet production goals. Develop and manage the Maintenance Services budget. Prepare and communicate to upper management recommendations for changes to the budget as required, capital improvement recommendations and major maintenance requirements as part of an ongoing and documented five year maintenance, reliability, and capital renewal program. Ensure that short term and long term maintenance and reliability needs are met through appropriate organizational planning, strategizing, development and execution of established plans. Track performance of the maintenance organization and report key performance indicators to management on an on-going basis. Establish and execute improvement action plans for any areas that may not be achieving or exceeding established performance criteria. Direct, review, evaluate and optimize the equipment spare parts inventory to ensure adequate and timely supply of material and services are available to meet reliability and production goals. Ensure that appropriate agreements and contracts for critical services not readily available by in-house TAMU groups are secured and maintained in order to meet reliability and production goals. Develop and manage the training and development needs of Maintenance employees at all levels within the organization. Ensure that each Maintenance employee has a performance development plan that is proactively managed and executed for each employee. Other duties as required.
