This position is located in the Agency for Healthcare Research and Quality (AHRQ), Center for Delivery, Organization, and Markets. AHRQ is the lead Federal agency charged with improving the quality, safety, efficiency, and effectiveness of health care for all Americans. AHRQ conducts and supports health research that will improve the quality of health care and promote evidence-based decision-making.
The Center for Delivery, Organization, and Markets (CDOM) provides a locus of expertise and leadership for research on health care markets, delivery systems, and organizations. The Center is comprised of an interdisciplinary staff who identify emerging research needs, manage portfolios of research grants and contracts, conduct and publish peer-reviewed research, and develop databases and software tools that can be used with the databases.
One strategy increasingly used to improve quality is the production of public reports comparing the quality of hospitals and other providers. However, developing a website is a time-consuming and expensive effort; and the production of a website that consumers and providers will actually use in their decision-making and be based on best practices in the field of public reporting is not easy. To facilitate such efforts, AHRQ has created MONAHRQ My Own Network powered by AHRQ. MONAHRQ is a desktop software tool that enables organizations such as state and local data organizations, regional reporting collaborative, hospitals and hospital systems, and health plans to quickly and easily create a website using their own hospital discharge data, inpatient measures from CMS Hospital Compare and/or HCAHPS survey measures for public reporting of quality. More information about MONAHRQ can be obtained from http://www.monahrq.ahrq.gov/ To date, six states have adopted MONAHRQ for public reporting, and others are using it for internal quality improvement and public health planning.
MONAHRQ was recently recognized as one of the most innovative HHS programs in the country, receiving honorable mention in the HHSInnovates program. MONAHRQ also has received additional funding from the Department to accelerate its growth and dissemination. The incumbent will lead this effort. The incumbent will also become part of a quality measurement and reporting team in the Center, which includes initiatives such as the AHRQ Quality Indicators (http://www.qualityindicators.ahrq.gov/), the Chartered Value Exchanges (www.ahrq.gov/qual/value/lncveover.htm), and the Science of Public Reporting initiative.
Applications will be accepted from all groups of qualified persons, including U.S. Nationals (permanent residents) and U.S. Public Health Service Commissioned Officers. No previous federal experience is required. This position is in the Excepted Service under Title 42. This appointment does not confer any entitlement to a position in the competitive service and has no entitlement to Merit Systems Protection Board (MSPB) appeal rights.
