The Food and Drug Administration (FDA), within the Department of Health and Human Services, is a federal scientific regulatory agency with the legislated responsibility to protect the health of the nation's 300 million consumers from harm by food and food additives , drugs, biological products, blood and blood products, cosmetics, medical devices and ionizing and non-ionizing radiation-emitting products and substances. FDAs regulatory functions are geared to ensure that goods are safe, pure and wholesome, drugs and biological products are safe and effective, cosmetics are harmless, therapeutic devices are safe and effective, that all of the above are honestly and informatively labeled and packaged, counterfeiting of drugs is stopped, and that hazards incident to the use of various types of consumer products are reduced. FDAs programs are national in scope and international in effect. In addition to protecting the health of millions of American consumers, FDAs activities have a direct impact on multi-billion dollar industries.

The incumbent of this position serves as the Deputy Chief Financial Officer (DCFO) and is the Director, Office of Financial Management of the FDA. The incumbent has direct oversight of the Office of Financial Management and Office of Financial Services. In these capacities the incumbent serves as the primary advisor to the Chief Financial Officer (CFO) for leadership and direction on all matters relating to fiscal management, including but not limited to financial systems and operations; policy and standards; the establishment and monitoring of internal management controls related to financial management. In addition, the incumbent also serves as an advisor to the CFO and provides leadership on all matters relating to the Chief Financial Officers Act, the Federal Managers' Financial Integrity Act, the Federal Financial Management Improvement Act, the Government Management Reform Act, and other legislation, regulations, or guidance designed to increase the integrity, effectiveness, and efficiency of Federal financial management programs. Applies knowledge of financial and budgetary principles and skills, administrative and program financial management of a large, diverse scientific research and regulatory agency with programs of national and international scope and impact.
