JOB SUMMARY:
Acquisition and Sustainment Program Manager. JOB DESCRIPTION: Provide knowledge and experience necessary in program management philosophy, policies, and procedures to the procurement and sustainment of Air Force (AF) systems, subsystems, components and equipment as directed by the task order. Assist in program planning, financial budgeting, financial management, tracking, reporting, and evaluating metrics, organizing and managing critical aspects of the development, production, deployment, and sustainment of capabilities, systems, subsystems, and equipment, and provide assistance as directed. Apply expertise to tasks including, planning, management, integration, logistics, spares identification and modification execution in acquisition/sustainment project management. Provide input to technical, logistical and acquisition/sustainment efforts across a broad spectrum of functional disciplines, to include the program office, as well as war-fighting organizations, and provide assistance by effectively implementing program direction. Include strategies, plans, analysis, and recommendations. Use MS Project to develop and/or maintain an acquisition/sustainment Integrated Master Plan/Integrated Master Schedule (IMP/IMS). Advises program manager of significant actions or problems and seeks resolution. Analyzes inter-related issues of effectiveness, efficiency, and productivity; develops recommendations to solve problems; and applies program management principles. Provides assistance and advice in the planning, organizing, and coordinating activities of various functional specialists. Continually studies, reviews, and evaluates team progress. Assists teams in establishing management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems. Gathers and analyzes a variety of program information, makes sounds judgments concerning program progress, and effectively communicates recommendations to higher organizational management. SKILLS/REQUIREMENTS: Individuals must have a minimum of seven (7) years program management experience (Government or industry). DAWIA Certification preferred. The applicant shall be knowledgeable with the application of program management initiatives to include purchasing commercial items such as Non-Developmental Items (NDI), Commercial Off-The-Shelf (COTS), and Federal Aviation Administration (FAA) certified items. The applicant shall be knowledgeable of commercial practices such as Performance Based Business Environment (PBBE), Evolutionary Acquisition (EA), Agile Acquisition (AA), Joint Capabilities Integration and Development System (JCIDS), Concepts of Operation (CONOPS), partnering, architectural views, and Capabilities Review and Risk Assessment (CRRA), and other initiatives directed. Assesses progress and assigned projects or programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures.
