JOB SUMMARY:
DESCRIPTION/RESPONSIBILITIES: Responsibilities: * Oversee multiple small, medium and large projects (or any combination thereof) ranging in size of less than $1MM to more than $50MM being performed in a geographic area * Ensure compliance with DOT/PHMSA regulations, OM and EHS policies and procedures Associated with construction activities * Assist project managers, design engineers, and other departments with plans, scope preparation, design, and technical expertise related to construction during all phases of the project * Projects falling under this area of responsibility may include pipeline, compressor station, meter station as well as other types of construction projects * Develop and maintain collaborative relationships with operations, technical services, project controls, safety, environmental, land, other internal stakeholders, construction contractors, vendors and inspectors. * Recruit and coordinate construction inspection crews (in-house and third party) for capital projects. Develop and implement training for inspection personnel including chief, craft, utility and environmental functions to assure construction quality, inspector competency, compliance with applicable codes, standards specifications and compliance with contract terms and conditions. Provide first line of contact for inspection crews in problem solving. Developing and cultivating leadership in chief inspectors and their inspection teams * Ensure accurate and timely completion of all project construction documentation. * Routinely analyze work progress (scope, Schedule and budget) in order to ensure contractors meet requirements and field construction costs are held within contract boundaries. Responsible for seeing that work is performed according to Schedule and scope while maintaining safety and quality * Evaluate and negotiate claims for extra work and change of scope with contractors * Participate in contract review prior to bid and prior to award * Conduct bid show and pre-job meetings. Provide direction to contractors at the bid show and pre-job construction kickoff meeting. * Meet with agencies, landowners and other stakeholders to explain and resolve construction issues.
