JOB SUMMARY:
The Utah System of Higher Education (USHE) is seeking applicants for the position of Assistant Commissioner for Policy and Planning. The Utah System of Higher Education is governed by the Utah State Board of Regents and consists of eight colleges and universities including, two comprehensive community colleges, one Baccalaureate College, three masters-level teaching universities, and two doctoral-granting research universities. This position reports to the Associate Commissioner for Planning, Finance and Facilities. Duties: -- Coordinate the development and maintain all Regent policies, drafting and reviewing proposed policies and policy changes for consistency with statute and other adopted policies of the Board. Ensure that Regent policies are current and in compliance with all applicable state and federal law. -- Draft, develop and maintain all Administrative Rules promulgated by the Board of Regents, and coordinate with those promulgated by sister agencies (UHEAA and UESP). -- Review and provide advice to the Commissioner or his designee(s) on proposed legislation which may affect the policies of the Regents or operations of the Utah System of Higher Education including its institutions. -- Conduct and assist with policy research to provide policy options to the Commissioner, Associate Commissioners, and, as requested through the Commissioner, the Board of Regents. -- Coordinate and assist with the strategic planning function of the Regents and the Commissioners office. -- Coordinate orientation for new Regents and Trustees, including ensuring that the information for Regent and Trustee orientation is maintained on the System website. -- Manage and coordinate, at the discretion of the Commissioner, the college and university presidential searches. Qualifications: -- J.D., Ph.D. or equivalent terminal degree. -- Faculty and/or administrative experience at a higher education institution or state higher education system office is desirable. -- Experience working with policy-makers, in either the legislative or executive branches, is preferred.
