About the Agency
The Budget Officer is the principal advisor to the Chief Financial Officer (CFO) and the Deputy CFO on USPTO budget planning, strategic planning, performance management, budget execution, revenue projection, establishment of user fee rates and other budget-related concerns. He/she is responsible for the overall planning, coordination, and direction of the USPTO's budget and performance management activities, and works in close collaboration with USPTO’s operating units to manage the agency’s multi-year fee collections and budget requirements.
The Office of Planning and Budget (OPB) supports the USPTO mission by ensuring that the USPTO's annual performance supports the strategic plan, that the budget is efficiently and effectively executed to achieve optimal performance levels across all business units, that fees are set at levels to fully recoup the multi-year costs of USPTO operations, and that actionable analysis and recommendations are provided to executive management. The budget officer is responsible for the direction, supervision and management of a subordinate staff engaged in work comprised of budget formulation, execution, and assessment; strategic and corporate planning; financial forecasting and analysis, including fee estimates and revenue projections and establishing fee levels in collaboration with USPTO’s revenue-generating business units; reporting requirements to the Office of Management and Budget (OMB), Government Accountability Office (GAO), Office of Inspector General, Congress, and the Department of Commerce when applicable; and ensuring all budget and financial matters are in compliance with laws and regulations.
