Develops estimates from complex technical requirements through the design, build and support stages of the program. Coordinates the development of the statement of work, identifying significant cost drivers, providing risk and benefit alternatives and determining best estimate approach for proposals. Develops and revises estimating and pricing policies, systems, tools and training. Use Financial, Accounting, and Estimating Databases to develop Cost Estimating Relationships using historical cost data and non-cost data.<BR><BR><BR><BR>Competencies<BR>General<BR><BR><BR>[ + ] Business (Financial) Acumen<BR>Accurately performs substantial quantitative financial calculations and/or understands and explains the complex implications of financial graphs, charts, tables, etc. to other project leads, internal employees, and external customers.
