As an Industrial Relations Agent for L&Is Employment Standards Program you’ll have a direct impact in preventing fraud and ensuring worker Prevailing Wages are in compliance with the Public Works Act throughout Eastern Washington. You’ll inspect government construction projects for compliance with the State Prevailing Wage Law and perform compliance activities to recover and issue correction notices to recover back wages for workers when violations are found. You’ll also issue penalty assessment and Notice of Violation’s to violators of the Act.<BR>In the first 60-90 days you will receive training that will give you the tools you need to investigate claims of noncompliance with prevailing wages laws. You’ll work to understand the wide array of documents and investigative tools required to manage your caseload. When your training is complete, you’ll have benefitted from specified technical training and will have a strong understanding of L&I’s internal protocol for prevailing wage issues. <BR>You’ll demonstrate your ability to manage your caseload with efficiency and fairness. In fact, your ability to be impartial and professional when applying investigative protocol is essential to building a reputation in the field necessary for success. <BR>Some of what you’ll do:<BR>Conduct formal investigations of complaints filed with L&I by Interested parties, awarding agencies, workers, and other referrals, to determine compliance with the Public Works Act. <BR>Visit public work sites to observe work and interview workers to determine work duties, verify job classifications and accuracy of employer documents and records. <BR>Conduct complex and comprehensive audits of contractor’s payroll records to determine and/or issue correction notices when violations are found. <BR>Issue Notice of Violations to contractors who fail to comply with correction notices and testify at administrative hearings regarding citations issues to contractors. <BR>Maintain a working knowledge of the Prevailing Wage Law and related statues. <BR>Communicate with employers and employees to resolve disputes of alleged violations of prevailing wage standards. <BR>Answer stakeholder questions and provide necessary guidance on how to comply with the Public Works Act.<BR><BR>Who should apply:<BR>Professionals with a bachelor’s degree and two years experience in labor or employment relations and regulations, collection of revenue or taxes from employers or businesses, investigation of complaints of misconduct, audit of employer financial records, or the interpretation and explanation of Labor & Industries rules and regulations regarding employment standards, wages and hours, or related experience. <BR>Additional qualifying experience will substitute for education at the rate of one year of experience for two years of education. <BR> What we’re looking for:<BR>Knowledge of laws governing all phases of labor relations, general policies, principles and practices of labor and management; state wage and hour laws and related federal laws and regulations. <BR>Ability to interpret complex laws, rules and regulations, analyze issues involving wage disputes and formulate suggestions for compromise and settlement of disputes. <BR>Working knowledge of the employment reporting requirements of state agencies such as Employment Security, Department of Revenue and Labor & Industries among others. <BR>The ability to effectively persuade others to voluntarily accept recommendations or advice for the purpose of bringing them into compliance with regulations or policy. <BR>Have strong computer skill word and excel and strong payroll audit experience. <BR>The ability to effectively identify, collect, organize and document data and information in ways that make the information most useful for assessment, analysis and investigation.</font></td>
