JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: SPECIAL NOTICE...

You will serve as a regional specialist and principal advisor on cost engineering for dam safety modification and all related products of a US Army Corps of Engineers (USACE) Dam Safety Production Center (DSPC).  The work will include unique and complex projects throughout the region, and will occasionally include national and international projects.

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the interest of the government.    .

 

 

Who may apply: 1. Current Army civilian employee - I am a current Army employee with competitive status (includes Army employees serving on a career or career-conditional appointment). (SF-50 Block 24-Tenure must be a "1" or "2" AND Block 34 must be a"1.") (NOTE: If you indicate "Yes" for this question, you MUST submit a copy of your latest, non-award SF-50 reflecting your highest grade held on a permanent basis with your application package).

2. Temporary Army employee with reinstatement eligibility - I am a current Department of Army employee on a temporary or term appointment (current SF-50 Block 24-Tenure states "0" or "3") who has previously held a career or career-conditional appointment in the competitive service. (NOTE: If you indicate "Yes" for this position, you MUST submit a copy of your most recent, non-award SF-50 that reflects your highest grade held on a permanent basis (Block 34-Position Occupied must be "1" and Block 24-Tenure must be "1" or "2") with your application package.

3. DoD transfer (excluding Army) - I am currently employed by an agency in the Department of Defense (e.g. Air Force, Navy, Marines, DLA, DFAS, DoDEA, etc.) on a permanent, career or career-conditional appointment in the competitive service. (NOTE: If you indicate "Yes" for this question, you MUST submit a copy of your latest, non-award SF-50 reflecting your highest grade held on a permanent basis with your application package).

4. Non-DoD transfer - I am currently employed by a Federal agency outside of the Department of Defense (e.g. Department of Labor, Department of Veterans Affairs, etc.) on a permanent, career or career-conditional appointmentin the competitive service. (NOTE: If you indicate "Yes" for this question, you MUST submit a copy of your latest, non-award SF-50 that reflecting your highest grade held on a permanent basis with your application package).

5. Reinstatement eligible - I am a former Federal employee who attained career status on a permanent, competitive status appointment OR obtained career-conditional status and am within three years of the date of separation.
(NOTE: If you indicate "Yes" for this question, you MUST submit a copy of your latest, non-award SF-50 reflecting your highest grade held on a permanent basis with your application package).

6. Veterans Employment Opportunity Act (VEOA) - I am a veteran who served 3 or more years of continuous active duty service in the military (NOTE: If released shortly before completing a 3-year tour, you are considered to meet this eligibility) OR I am a preference eligible, AND my discharge was performed under honorable conditions.
(NOTE: If you indicate "Yes" for this question, you MUST submit a copy of your DD Form 214, Member 4, and proof of any preference eligibility along with your application package.)

7. Interagency Career Transition Assistance Plan (ICTAP) - I am a current or former Federal employee displaced from a position in a Federal agency outside of the Department of Defense (e.g. Internal Revenue Service, Department of Veterans Affairs, Departmentt of Labor, etc.) in the same local commuting area of this vacancy. I have a current (or last) performance rating of record of at least fully successful or the equivalent. Applicants eligible under ICTAP are provided priority selection for vacancies within the local commuting area for which they apply, if they are found to be well-qualified for this vacancy. (NOTE: If you indicate "Yes" for this statement, you MUST submit a copy of the appropriate documentation, such as a reduction-in-force (RIF) separation notice, an SF-50 reflecting your RIF separation, or a notice of proposed removal for declining a directed reassignment or transfer of function to another commuting area. Also, you must submit documentation to reflect your current (or last) performance rating of record along with your application/resume package.)

8. Interchange Agreement - I am currently on a permanent position which is equivalent to at least the GS-13 level (or higher) in the federal service; however, I am an employee for a federal agency which has an interchange agreement with the U.S. Office of Personnel Management, or with a federal agency covered under other special appointing authorities or agreements (e.g., TSA, U.S. Postal Service, FAA, etc.). (NOTE: If you indicate "yes" for this question, please submit a copy of your most recent career/career conditional SF-50, or equivalent employment document, along with your application/resume package.)
