This position is located in the Office of the Chief Information Officer (OCIO) Division of IT Governance, and is the principal DOL official for IT Portfolio Management. Governance provides oversight to key areas associated with DOL IT strategy and  is intended to direct and control the use of an organization’s IT resources in a manner that balances risks and returns and meets the organization’s mission. Effective Governance requires consistent and coordinated approaches to IT decision-making through the use of policies, plans, decision-making structures, processes, and procedures. It ensures existing and future IT initiatives are planned for, and support organizational business goals and imperatives. Services of the organization include, but are not limited to Strategic Business Management (SBM), IT Portfolio Management, Capital Planning and Investment Control (CPIC), and Information Quality Management.

The incumbent uses a mastery level knowledge of Capital Planning and IT investment management and provides authoritative advice and guidance to top level internal and external DOL officials.

The incumbent provides leadership and direction to technical staff comprised of federal staff and/or contractors responsible for the development and planning of activities associated with CPIC and SBM, assigns, and manages projects, daily work assignments, and ongoing work of federal and/or contractor staff as it relates to the mission and objectives of the OCIO Governance Division 

GS-14 is the full performance level of this position.
