About the Position:
As the focal point for the Armys tactical communications systems, the Space & Terrestrial Communications Directorates (S&TCD) mission is to acquire, develop and integrate security seamless tactical communications for the digitized battlefield. S&TCD performs research, development, and engineering functions in all aspects of terrestrial, avionics, and space-dependent communications technology to include adaptive, reliable seamless battlefield communications with full electronic counter-countermeasures capability and information security (INFOSEC). By harnessing the potential of communications systems technology, S&TCD is able to meet near-term needs of our warfighters, as well as prepare for the needs of the 21st Century Force.
This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project at the United States Army Communications-Electronic Command, Research Development and Engineering Community. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, IT Specialist (APPSW/SYSANALYSIS), DE-2210-02, incorporates former GS-05 step 1 through GS-11 step 10 grade and salary levels.
The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions within the Department of Defense as shortage positions and recruit and appoint highly qualified persons to those positions.
