About the Position:
Serves as one of several contract specialists responsible for pre-award and post-award functions, including price/cost analysis, negotiation and administration of requirements-type contracts for the development of processes and programs involving environmental pollution abatement, environmental testing procedures, environmental restoration, chemical and biological weapons disposal, and similar processes, including research and development of unprecedented processes. Is responsible for procurement from receipt of scope of work or authorization to closeout. Analyzes complex scopes of work and related documents to ascertain fund availability and most practical and advantageous method of procurement. Recommends method of procurement and type of contract. Negotiates all types of contracts including multi-year contracts, cost reimbursement, and those with sophisticated arrangements such as cost-plus-incentive-fee and variations.
