JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: You will function as the primary Labor/Management Employee Relations (L/MER) Specialist.  You will work under the general supervision of the Buffalo District Civilian Personnel Advisory Center Supervisor.  As the L/MER specialist for the Buffalo District Corps of Engineers, you will provide advisory services to management concerning solutions to a variety of controversial or unique performance management and labor related issues. 

 

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government interest.

 

Department of Defense National Recruitment Program (DNRP) is not authorized, based on a determination that a PCS move is not in the Government interest. 

 

Temporary duty location will be Louisville, KY for approximately 1-2 years untill all training requirements have been met.  The Permanent duty location of this position will be in Buffalo, NY and Permanent Change of Station (PCS) costs may be authorized at that time.

Appointment of Certain Military Spouse, E.O. 13473 - Spouse of a member of the Armed Forces serving on active duty who has orders specifying a permanent change of station (not for training); OR a spouse of a 100% disabled service member injured while on active duty; OR the un-remarried widow or widower of a service member who was killed while performing active duty. You MUST submit a copy of your spouse's PCS orders, or VA disability rating, or DD-1300 and Death Certificate, as applicable with your application/resume package.)

Reinstatement - Former Federal employees who attained Career status on a permanent, competitive Federal appointment. If the person was a Career-Conditional employee, reinstatement eligibility generally applies 3 years after separation unless an exception in 5 CFR 315.201(b)(3) applies. Applicant MUST submit SF-50 showing prior status as proof of eligibility. The SF-50 must reflect tenure 1 or 2 in the competitive service.
