THIS IS AN AFGE BARGAINING UNIT POSITION
This position is an advanced developmental position in contracting intended to provide experience and both formal and on-the-job training in the following: Relevant legislation, regulations, directives and contracting methods; cost factors, pricing and cost analysis; sources of supply, market research and the specialized processes of contracting, advertising, negotiation, administration and close-out. The position is intended to develop and foster the knowledge, skills and abilities necessary for a successful career advancement within the Federal contracting environment. The incumbent will receive progressively more difficult assignments and projects in both the pre-award and post-award phases and types of contracting to gain familiarity with the basic functions, responsibilities, business processes & procedures, and structure of procurement operations.
The incumbent will be selected at the GS-07 grade level OR GS-09 grade level and be assigned work and/or receive training with the objective of acquiring the proficiency needed to successfully perform the duties and responsibilities of the GS-09 full performance level. If selected at the GS-07 grade level, upon meeting all regulatory requirements for promotion, demonstration of fully acceptable performance and satisfactory completion of all training plans, the incumbent may be non-competitively promoted to the targeted grade on the career ladder up to the GS-09 level. Promotion is neither implied nor guaranteed.
