JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:  Serves as the subject matter expert for the Army Military Auxiliary Radio System (MARS) assigned to the U.S. Army Network Enterprise Technology Command (USANETCOM) with responsibility for the development coordination, and dissemination of policies, procedures, plans and directives concerning the concerning administration, operations, training, frequency management, logistics, and equipment standardization matters for the worldwide Army MARS, High Frequency (HF) radio, and property management programs. To be successful, candidates should have expert knowledge regarding a broad range of telecommunications operating techniques, systems, equipment, and facilities; a working knowledge of automated systems, services, and project management techniques; funds management and planning/programming resources to support telecommunications projects and programs; and possess a high degree of expertise in proactively communicating and collaborating with external and internal customers (i.e., representatives from major Army commands, National Communications Systems, Federal Communications Commission, American Radio Relay League, amateur radio groups, various telecommunications organizations, etc.,) in spite of resistance due to conflicting objectives.

Telework Eligibility Statement: This position is eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.

**NOTE: The duty location of this position will be determined after selection**
The salary range reflected in the announcement is for the Rest of US (RUS) but will be adjusted based on the actual duty location of the selectee/incumbent.

Applicants must:
-Have an existing Federal Communication Commission (FCC) issued amateur HF/VHF radio license
-Either own OR have ready access to functioning HF/VHF radio equipment
-Have comprehensive knowledge and understanding of the concepts, principles, practices, procedures, and operational requirements of HF radio and the amateur world sufficient to enable the incumbent to develop future plans that encompass all areas of the operations and support provided by the worldwide Army MARS.
-Have broad knowledge of the functional relationships among the DOD, military services, and other executive department agencies.
