JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

Program Executive Office Enterprise Information Systems (PEO EIS): Enable information dominance by developing, acquiring, integrating, and deploying enterprise-wide, network-centric information management and communications to meet Army's current and future mission requirements.

Programs Mission Statement:

Currently, the Army utilizes two contract writing systems to support operational and institutional requirements. The systems, Procurement Automated Data and Document System/ Virtual Contracting Enterprise (PADDS/VCE) and Standard Procurement System (SPS) support approximately 8000 users at 273 different locations. The Army must move to a single enterprise contract writing and management system to obtain business process efficiencies, support compliance with the Federal Financial Management Improvement Act of 1996 (FFMIA), integrate with existing Enterprise Resource Planning (ERP) systems and decrease the number complex interfaces while fostering auditability.   Due to the rapidly approaching SPS Sunset dates, the Army has an urgent need to analyze available strategies, select a solution and implement a system to replace SPS capabilities.<¿¿>

Acquisition Statement: Defense Acquisition Workforce Improvement Act Career Field Position. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in Acquisition Career Field SPRDE-PSE within 24 months of entrance on duty

Telework Eligibility Statement: This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.

Moving expenses are not authorized based on a determination that it is not in the best interest of the Government.

This is a DoD Demonstration Project position.   Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers.   Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades.   For example, acquisition jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades.   Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
