Who may apply:  Status Candidates (Merit Promotion Eligible) - Applications will be accepted from all eligible current and former competitive service Federal employees, Federal employees eligible under current VA-OPM Interchange Agreements (permanent, full-time title 38 and title 38/title 5 hybrids on permanent full-time appointment) who have at least 1 year of continuous service; Employees with excepted service appointments who previously attained career status; Current, permanent Veterans Canteen Service employees, provided 90 days have passed since their last appointment; eligible Veterans, and applicants under special hiring authorities such as Schedule A.
